Thus a cooperator in wheat program may grow wheat on oats-rye base acres (minus diverted acreage) in addition to being able to grow wheat on all or part of feed grain permitted acreage. When this option is exercised, corn, grain sorghum or barley can not be grown on oats-rye base or on wheat allotment acreage. Purpose of establishing an oats-rye base is to extend benefits to producers who mainly grow wheat, oats and rye. If producer requests but does not use this option, eligibility for program benefits will be determined as if oats-rye option had not been requested. Acreage Diversion and
Payments Qualification for certificates and price support loans can be achieved by planting within 1965 allotment and devoting to conserving uses an acreage equal to 11.11 percent of that allotment. To qualify for diversion payments, participants will need to divert at least 10 percent additional acreage below allotment. Maxi mum diversion for payment can be 20 percent of allotment or enough additional acreage within wheat allotment to make total of 15 acres. Payment rate per acre for additional diversion wi}l be 50 percent of county basic price support loan rate times farm normal yield. Producers who wish to sign up on both wheat and feed grain program may do so by increasing acreage of cropland devoted to conservation use not less than total of acreage signed up to be diverted under both programs. Diversion payments will be computed on basis of actual crop or crops reduced. (For instance, if wheat is grown in lieu of feed grains, diversion payments would be at applicable feed grain crop rates.) Whether or not cooperators may have opportunity to produce certain non-surplus crops on diverted acreage will be determined when more information is available. Diversion payments for oats rye option will be a percentage of wheat diversion rate and will be announced with the 1965 feed grain program.

The Virginia Sheriffs and City Sergeants Association unanimously passed a resolution asking the state to adopt reflective license plates at I its annual meeting in Rich! mond here August 4. ! Reflective plates glow in head ! lights from as far as 2,000 ;feet. Traffic safety authorities I consider them valuable inform warning drivers against parked or parking cars, slowmoving vehicles or those stopped in traffic.
