Whereas, the U. S. Supreme Court by a recent ruling has usurped the powers of the various states to be the sole authority to determine its apportionment for the election of members of its legislature; Whereas, such a philosophy of the meaning of the Constitu tion of the U. S. might well be carried to the extent that the U. S. Supreme Court could and would lay its heavy hand on the apportionment of the States and even subdivision them in the case of all state and local elective officials within the states; and Whereas, the laws affecting the apportionment of the state for all state and its subordinate elective officers have been since the foundation of our U. S. Government a power of the states and should remain so if we are to avoid the dangerous concentration of power in a centralized U. S. Government, Therefore, Be It Resolved: That the Commonwealth of Virginia through its legislatures pass an act calling for a convention to amend the U. S, Constitution to exclude all U. S, Courts including the Supreme Court from rendering decisions affecting the apportionment of the States for all state officials: and Be It Further Resolved: That the Virginia Farm Bureau Fed eration and its county farm bureau affiliates petition the U. S, Senators and Congressmen to vote for a constitution al amendment to carry out the purpose stated above.
