in the expansion of the council program may be enrolled as sustaining members. Sustaining memberships enable the Boy Scout movement to meet . its annual budget. These funds represent twothirds of the yearly expenditures of the Shenandoah Area Council. The remainder is pro vided by three Community Chests or United Funds. The Area Council's budget this year is $53,256.30. It was developed and approved by a 35-member Council Executive Board.
