Many school division! this year are beginning a “national assessment” on education which, originally, was the brainstorm of North Carolina’s former governor, Terry Sanford, now president of Duke University.
The multi-million dollar project which is under the supervision of the “Education Commission of the States” scientifically selected 100,000 young persons in four age groups to' provide a representative sampling of the entire nation. The study on American Education will measure the educational achievements of young Americans in grades 4, 7, 11, and college. It will also measure the decline in these competencies over a period of time by comparing age groups both in and out of school.
Subject areas being measured this year-the results of which will be released this summer include: citizenship, science, and writing. In the second year of the 6 year program, the same age groups will be tested in reading and literature. In subsequent years, five other subject areas will be tested-music, social studies, mathematics, art, and career-occupational development. Three of the subjects-»reading, science, and mathematics will be tested every 3 years in an attempt to detect trends.
The results will be broken down by geographic region, sex, race and economic and educational status of the young persons family and community.
The nations educational system will have to accept the responsibility for the results of these assessments and in turn be held “accountable” by parents and taxpayers within their communities. No longer will schools be measured solely in terms of pupil expenditure, which
