Sloan Kuykendall of Winchester, attorney for the Potomac Edison Company along with Duncan Gibb of Front Royal, told the Board that he was not going to attempt at that time to answer all the allegations. He said the power company, as its franchise provides, had been studying the area’s power needs and had determined that the southern end of Rappahannock County needed this line.
