Dwyer pointed out that there was no detailed scale map, nor in fact any map accompanying the application for a special use permit, even though the | application stated that, .there .was a map attached, that there was no list of properties through which the line was intended to pass, that at least several area residents had been persuaded to give the company permission to survey without being clearly informed for what purpose the survey was being made, that in at least one case the company had surveyed after permission had been denied and then told the property owner it had been done by mistake. He also called to the Board’s attention that the map which accompanied the Potomac Edison Company’s application before the State Corporation Commission showed two alternate routes, one west of Flint Hill and one east of Flint Hill.
