apportionment is expected to amount to $99,503,124 in the 1971-72 budget year, up about $8.3 million. The remainder of the interstate allotment will be provided by the state’s matching share. A total of $13,704,129 is earmarked as Virginia’s federal apportionment for the primary construction program, including arterial network projects, with $72,022,320 to be provided for these systems by state road user taxes. State funds likewise will supply the larger share of urban system construction money. The total for this system will include $19,286,451 from state sources and $7,670,317 in federal funds. The urban system is confined to streets within municipal boundaries, and the urban allocation does not reflect expenditures in suburban communities or urban area allocations for interstate, arterial, regular primary and secondary system projects.
