In remarks prepared for delivery in the House, Robinson noted that moves were underway in the Senate to increase the $2,400 minimum annual benefit for a family of four contained in the House-passed bill and said that “any substantial increase would be financially catastrophic.”
Referring to the anticipated increase in welfare recipients if the bill becomes law, he said:
“You do not reform the present welfare program by adding millions of new recipients to the rolls and then looking for ways to get them off.
