The Virginia Outdoors Plan, as the recommendations were known, also created the Outdoor Recreation and Historic Landmarks Commissions. The legislature enacted other provisions to aid various agencies concerned with recreation and conservation. Bemiss has been chairman of the Commission of Outdoor Recreation since the agency began in 1966. Governor Linwood Holton set State Park Week in connection with the 50th anniversary of the National Conference on State Parks. Bolen is currently president of the organization which, Holton noted, “has made a distinguished record of furthering a strong network of state parks throughout America” during the past half century.
In a letter to Virginians designating the week, the Governor wrote that “our state parks offer exceptional opportunities for wholesome recreational activities to all citizens of the Commonwealth and to our visitors from other states, irrespective of race, creed or other circumstance.”
He added in his June 24 message: “The Old Dominion possesses some of the finest recreational areas in the nation. Enjoyment of such resources is vital to our well-being, and each of us gains rich benefits in becoming better acquainted with the opportunities for recreation that are available.” He was setting Virginia State Park Week, the Governor said, “to focus our attention upon the importance of our excellent parks and their value to our health and efficiency.”
