CHAPTER 30. Safe and Reasonable
Operation of Vessels
R30-J. The following regulations in this chapter apply to the operation of ‘‘motorboats” and other ‘‘vessels” under way on “waters of this State,” as defined in Code of Virginia, SS 62.1167; provided that notwithstanding the provisions of any other regulation of this chapter, motorboats under sixty-five feet in length operating in narrow channels shall not interfere with the passage of large, deep-draft vessels which can safely navigate only inside such channels.
R30-2. When motorboats are approaching each other head and head, that is, end on, or nearly so, it shall be the duty of each to maneuver to starboard and pass on the port side of the other motorboat. This does not apply if the courses of such motorboats are so far on the starboard side of each other that they may pass starboard to starboard without risk of collision.
R30-3. When two motorboats are crossing, so as to involve risk of collision, the motorboat which has the other on her own starboard side shall keep oi|t of the way of the other.
R30-4. (a) Every vessel overtaking any other vessel shall keep out of the way of the overtaken vessel, and shall not attempt to pass the vessel ahead until they have reached a point at which it can be safely done. The overtaken vessel shall not attempt to cross the bow or crowd in upon the course of the overtaking vessel.
(b) Every vessel coming up with another vessel from any direction abaft the beam of the other vessel shall be deemed to be an overtaking vessel, and no subsequent alteration of the bearing between the two vessels shall make the overtaking vessel a crossing vessel within the meaning of this regulation or relieve her of the duty of keeping clear of the overtaken vessel until she is finally past and clear. When a vessel coming up with another vessel is unable to determine, with certainty whether she is forward or abaft the beam of the other vessel she shall, if in doubt, assume that she is an overtaking vessel and keep out of the way of the other vessel.
