R30-S. Sailing vessels have the right of way over motorboats. Motorboats shall keep out of their way, except when a sailing vessel is an overtaking vessel as described in R30-4 (b), in which case the overtaken vessel shall have the right of way; provided that in narrow channels sailing vessels shall not have the right to interfere with the passage of large, deep-draft, less maneuverable vessels which can safely navigate only inside such channels.
R30-6. When two sailing vessels are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows:
(a) When each has the wind on a different side, the vessel which has the wind oq the port side
