VIRGINIANS should beware of “too good to be :ure” mail solicitations of vacation sweepstakes and/ ar treasure chests promotions, the Office of Consumer Affairs, Virginia Department of Agriculture, advises.
In the usual case of the mail sweepstakes swindle, no contest or sweepstakes of any kind has been conducted. The promoter has simply taken an entire mailing list and sent promotion letters to every name, informing each recepient that he is a “winner.” In reality, the promoter is in the business of selling the items involved—
