IT APPEARS THAT fundmanship is a game that state and federal bureaucrats play when it is to their advantage, to use for whatever power it might contain for a specific instance. Up in Northern Virginia, for instance, a vast “super sewer” plant is being promoted by the State Water Control Board, over the explicit desires of the local jurisidictions involved. That was something else that was not supposed to happen under Virginia’s new concept of “regionalism.” Remember? These regional groupings were just harmless formalities, with no power and no intention of meddling in local affairs, everyone was assured. It isn’t quite working out that way.D
