“How do we know?” asked McNear. “We don’t have funds for a regional plan, and we don’t know how Madison feels about this.” The Commission decided to approve the plant informing the SWCB that there is no regional plan and local input.
McNEAR handed out a copy of the proposed budget to the Commissioners. “Let’s all look over this by next month,” he suggested. Commenting about the lack of HUD grant if Culpeper and Madison don’t join, McNear just said: “This creates a problem.”
“I was hoping we could do more regional planning,” continued McNear, “and also give local planning assistance. But we might not have the money. Like on 1-66. We’ve questioned the need of the road, especially if Routes 50, 211 and 17 are alsofour-laned. It would be good if we could view this on a regional level, so that one county doesn’t build a four-lane road to the county line, putting pressure on a country road or something.”
