last Thursday’s meeting that “things might look gloomy now, but they might brighten up next week.” Apparently, Botts and others with contacts on the Culpeper and Madsion Boards have been working hard to get the new members in the district.
The Commissioners’ indignation over the membership situation grew as the meeting progressed, especially as they considered a number of grant applications from Culpeper and Madison.
The Commission was supposed to approve a “Chapter 10” mental health program for the district so that three mental health centers could be built—one in Culpeper, one in Warrenton and one in Orange. The total grant application for the three centers was made by the Culpeper Board of Supervisors, acting as the agent for the District 9 Mental Health Board..
“So here’s an application from Culpeper,” commented Warrenton .Councilman Stan Haworth. “Why does everything have to be centralized here? And they won’t even join!”
