in fact, the Commission has spent most of its time approving grants for the “renegades.”
But without representation from Madison and Culpeper, the Commission won’t receive a $15,000 grant from the Federal Department of Housing and Urban Development (HUD). And without the extra 20 cents per capita membership fees from the “renegades,” the participating counties will have to spend 22 cents per capita—or $5,066 for Fauquier, $1,144 for Rappahannock and $902 for Warrenton.
SUCH A situation will relegate the Commission to a $75,000 budget in the next fiscal year, said Commission Executive Director Art Warren—a budget where there will be no funds for regional planning and local planning aid.
There will be enough to pay Warren a salary of $16,600, a criminal justice planner at $8,000, secretarial help and office space.
If either Culpeper or Madison join the Commission, planning could be paid for through a$134,000budget, which would include a special $40,000 planning grant, half of which would go directly to Fauquier.
The planning district’s 10-month budget last year was approximately $60,000. The Federal department of Housing and Urban Development gave the district a special grant of $15,000 to get started. HUD won’t give the funds this next fiscal year unless the District Commission represents 75% of the population in the district.
