Delegates urge
Bill 664 veto
TWO MEMBERS OF THE Virginia House of Delegates from the 17th House District have asked Governor Mills Godwin to veto a bill that would remove from localities jurisdiction in the selection of high tension powerline routes.
Delegate A1 Smith said he sent a telegram to the Governor stating that “I would appreciate it if you would consider vetoing Bill 664.” Smith said a large number of voters in his district have expressed opposition to the measure.
And Delegate Andy Guest said he has “urged and requested Governor Mills Godwin to veto House Bill 664.”
Guest said he urged the veto, because “it would erode the decision-making powers of the local governing bodies by denying them the zoning powers which are necessary to implement their comprehensive plans.”
THE BILL provides that the State Corporation Commission must give written notice to the governing body of each county and municipality through which, a proposed electrical utility line is to be built. >
A fourth proposal of the bill would be that approval ■ by the Corporation Commission be deemed to satisfy requirements for local public hearings by the localities! Planning Cortimissions and any other local ordinance.
In urging the veto, Guest further stated: “I feel it reasonable to expect a public utility company to comply with the needs of the different localities as put forth by locally elected officials.”□
