Newbill Miller had some ideas about the direction Rappahannock’s leaders should take in future planning decisions.

“Everything that local government has to decide on, from schools to the tax rate, depends on orderly growth,” he said. “When the subdivision and zoning was started, back around ’62, you had just a handful of people who were interested, who saw the need for planning.”

“So that handful saw to it that reasonable, effective ordinances were enacted. And the people of the county recognized that these were reasonable, so they were overwhelmingly in favor,” he said.
