Bill 664 signed
GOV. MILLS GODWIN ignored local requests and signed into law Monday night a measure which takes away from local jurisdictions primary authority over powerline routes.
House Bill 664 shifts responsibility for approving the routes directly to the State Corporation Commission. Local governments will be allowed to appear at hearings in Richmond, but utility companies will no longer have to deal with local planning commissions, zoning boards and boards of Supervisors.
Several members of the Rappahannock League for Environmental Protection, citizens in Fauquier and Warren Counties, and Delegates Raymond (Andy) Guest Jr. and A1 Smith wrote to the Governor, asking that he veto the bill.
In the words of one critic: “Bill 664 (removes) in one stroke important local airings and roadblocks, and creates a one-stop hearing in the state capital, which should greatly please all big powerlines.”
