DeBergh said that the flood plain was nearly nonexistent upstream from him and then suddenly widened. But DeBergh said he’d never had any real trouble with flooding on his land.
“THE ENTIRE town of Sperryville is included in the flood plain,” he pointed out, and noted that the small town had never been flooded out. “I think a more common sense viewpoint should be taken.”
