RAPPAHANNOCK officials who have complained over the past few years about the increasing burden of programs dictated by a state government which is not always willing to help as much as it could in the financing of those programs, should be interested in a recent action by the executive board of the Virginia Association of Counties.
Agreeing w ith Governor Godwin that the economy of the nation, state and localities "is of grave concern to the citizens of each locality," the board members also asked that the counties be consulted before the state starts cutting back on expenditures that might affect them. Specifically, a resolution adopted by the board asks that the state "not decrease the allocation of state funds%to counties, cities and local government functions without an equivalent decrease in the requirements of the commonwealth of services required of the localities."
Rappahannock is having enough difficulties in implementing so-called educational "standards of quality" without the state suddenly cutting back on its share of educational support. (As readers will recall from past comments in this corner, we don't accept the state's contention that "quality" in education only means "money.'')
