FEDERAL iooa stamps are not automatically given to strikers or workers who have been laid off j$fbs, according to the State Department of Welfare. ‘'The program is designed to be based on true need, rather tharrsimply unemployment or othe/ factors, as some appear to have been led to to believe,” State Welfare Commissioner, William L. Lukhard said. “By law, any person—including those involved in a legally recognized strike—may apply for food coupons. Participation, however, is limited to persons who meet specific Federal elfgib^ity requirements. The requirements are uniform nationwide."
“Specific efforts have been made in Congress to q.xempt strikers from eligibility for food stamps," Lukhard said. “9St have been repeatedly defeated.“Eligibility for the food stamp program is subject to a wide variety of factors and conditions. Generally »and briefly, these considerations fall into these categories: & • Work registration Requirements—Persons between the age of 18 and 65 who are able to work must register with the Virginia Employment Service and accept a bona fide offer of suitable employment. Otherwise food stamp eligibility cannot be established, or if previously established will be terminated.
