coupons based on a sliding scale relating net income and number of people in the household. Some households with very low net income because of excessive shelter or medical costs pay nothing for the food stamps.
The cost of food stamp coupons is based on a “bonus” system. That is, the cost to the recipient of the coupons is lower than the retail cost of food which may be “purchased” on redemption of the coupons at a grocery store.
