A NEW Driver Improvement Program, developed by the Division of Motor Vehicles (DMV) to provide better assessment, warnings and help for Virginia drivers, began New Year’s morning, 1975. The program is based on a system of points given drivers for a variety of moving traffic violations.
According to DMV Commissioner Vern L. Hill, "Basic to the new Virginia system is a desire to take a closer look at each driver’s situation, to pinpoint problems and try to correct them.” Until now, speeding and reckless driving violations were the major causes for license suspension or revocation in Virginia.
