We would like to see the Association of Counties' effort in this matter go even further, and examine this entire business of state-dictated matching funds. It seems to us— and w e know from their remarks that the Rappahannock Supervisors, for one, agree—the state has gone entirely too far in its demands upon localities, especially rural localities, tor matching funds in education, law enforcement, tax collection and assessments, social services, public health and the courts system.
There is just so much the localities can do, thanks to a state reluctant to give up any taxing authority, and it appears that the straws already heaped up are seriously threatening the camel's back._
