vote not to accept the grant. Commission Chairman H.S. Barksdale was adamant in his opposition to the grant, which would enable the county to employ: someone to assist the local planning commission with a county comprehensive plan to be finalized in 1980.
Arthur Warren, executive director of the Rappahannock-Rapidan Planning District, was present to answer questions concerning the manner in which the money would be disbursed. Barksdale wanted to know if HUD was paying them just to create another job.
