THE PLANS of Rappahannock’s Water and Sanitation Authority to build a community septic field to serve Sperryville have reached a temporary standstill. Proposed sites for the community septic field have been narrowed down to two locations, one belonging to Jim Bill Fletcher and the other to Lucio Kilby? Neither landowner will allow the project engineers on their property to take soil samples.
