BESIDES White, Irwin and Davis, the Nethers panel included Peter Kramer. Kramer admitted he didn’t know much about planning, but he didn’t want any more development in Rappahannock. Kramer is Mayor of “Little Washington.”
All the panelists agreed that solar energy, the overall theme of the seminars, is a great idea. White said the need for “selfsustaining communities” and land use planning fit together. But planning has only worked in urban areas, where it can be judged scientifically, explained White. Subjective things like preserving a view tend to make planning unconstitutional, said White. That’s why performance standards are needed to, protect the environment.
