Noce said that federal law required that there be no effluent, no discharge and no pollution whatsoever into navigable rivers by 1985. Long disagreed. The federal law says that zero pollution is the goal, but “best practical wastewater treatment methods” would be acceptable, even if that had to include effluent. Noce disagreed. “Have you read this law? Have you read page one?” he asked Long.
Long said he had, and he still thought what he’d just said. “No pollution” is the goal, but ‘best practical method’ of wastewater treatment is all that’s required. “I’m not trying to be argumentative,” Long told Noce.
Noce stopped grilling Long. “I won’t attack you, because I belong to the American Society of Civil Engineers and I’m sure you belong to this society or some society and it’s a matter of ethics...”
“Let’s go on to something else,” Lucio Kilby suggested. But Long’s assistant, Dave Houck, went back to General Noce. “The law says ‘technically feasible,’-” he said,
