Kramer s argument was tnat growth is not inevitable. Population has to be stopped, he said. There is not enough space. People have a right to move where they please, admitted Kramer, but not so they spoil the air. Kramer said the county should be viewed like a house; too many people aren’t crowded into a room, so don’t crowd too many people into the county. An “interior decorator” for the county should be named to set the limit on crowding, he concluded.
