AFTER greatly reducing the extent of the proposed designation, the staff of the Virginia Commission of Outdoor Recreation has tentatively recommended State Scenic River designation for portions of the Rappahannock and Rapidan Rivers.
The COR staff dropped the portion of the Rappahannock from Motts Run to Fredericksburg, because the city might want to build a dam in that area, and up-river from Germanna Bridge or Route 3 on the Rapidan River, because of landowner opposition in Orange County.
This compromise recommendation for the Rappahannock-Rapidan proposed State Scenic River designation will be “aired” at two public informational meetings in Culpeper and Fredericksburg. The Culpeper meeting will be held at the Culpeper County High School, August 20, and at the James Monroe High School in Fredericksburg August 21. Both meetings will begin at 7:30 p.m.
The COR staff reduced its original plan of designating the Rappahannock from Remington to Fredericksburg and the Rapidan from the Village of Rapidan to the confluence with the Rappahannock, because of opposition expressed at informational meetings in June. Fredericksburg still wants to dam the Rappahannock for future water supply even though a consultant’s report concluded that the city does not need any extra water.
SINCE no dams are permitted on designated State Scenic Rivers, the COR staff has tentatively recommended that no restrictions be placed on the size of a water supply structure built below Motts Run, that Fredericksburg’s Embry Dam, which is above Motts Run,
