for Sperryville. Initially, they were going to require that Sperryville construct an expensive sewage treatment plant. But Supervisor Pete Luke, Maury Biddle and others made several trips to Richmond to convince the'State Water Control Board that Sperryville is a special case.
They pointed out that Sperryville is a “no-growth” community. The existing village is located entirely within a flood plain. State, federal and local regulations prohibit additional residential construction in a flood plain. So Sperryville will not grow, cannot grow, and the solution devised by the engineers only needed to solve the existing problem, not provide capacity for additional growth.
