As one of the “bearded and bra-less youths who were sprinkled throughout the audience” at the Hess-Kilpatrick colloquy, I wish to contest Mr. Dilley’s suspicion that I was “as skeptical as the solid Rappahannock Establishment types who almost filled the school’s auditoruim.” Indeed, I would like to call to the attention of this paper’s readers the existence of Senator Mark 0. Hatfield’s “Neighborhood Act” which would “starve the bureaucracy” and put tax monies into the hands of grass-roots groups.
I am convinced that our culture’s linking centralization and bigness with efficiency is a monumental fallacy. Who just voted themselves “ cost of living” increases? Not working class families who totter daily on the brink of needing welfare assistance (and whose tax monies support the welfare system?) but rather our elected federal legislative representatives.
