THE PANEL discussion which wound up the Nethers Community School’s series on Solar Energy was, in many ways, one of the most interesting, even if it wasn’t primarily concerned with solar energy. It was concerned with lifestyles, and in that respect, energy and how it is utilized is a basic part of determining how people live.
But the part that interested us particularly was the discussion about “Master Plans” for counties, especially small, rural counties such as Rappahannock. It has been our position, based on what has happened to Northern Virginia and to our more immediate neighbors, that Master Plans can often be more dangerous than helpful, especially to counties such as Rappahannock which want to remain beautiful, rural and relatively open.
