Plan can be just dandy. Because of the growth-orientation of Virginia’s courts, Master Plans must provide for a lot of subdivisions, shopping centers and parking lots; otherwise, the courts will declare them “arbitrary and capricious,” and order counties to provide for lots and lots of “growth.”
AND ONCE “growth” is colored in on a Master Plan, coun y officials — representatives of the citizens who elected them, let it be remembered—have no choice but to provide for that “growth” whenever a speculator or developer is ready, and irrespective of whether the county is ready or not, either socially or financially. Once you “plan” it, you’ve got it whenever an entrepreneur wants it.
