Luke wondered if placing a “stake-out” at the dumpsters would help. “When would you do it?” Buntin asked. Luke thought Friday and Saturday would be die best times.
Luke told of stopping one woman from Culpeper himself, and she was indignant when told that the dumpsters were for Rappahannock people only. “She said she’d been doing it for years and that she felt she was entitled to because she spent all her money in Rappahannock,” said Pete Luke.

THERE WAS also talk of the need to acquire a “standby landfill” for the county, in the event Orange County ever closes its landfill to the trash collector.
Luke urged that the problem be tackled “with all haste; we don’t want to have to get hard-nosed and go out and condemn land.”
