He added that neither Mrs. Helmer nor anyone else had been at those meetings to protest.
“There’s a strong propensity on this Board and in this County not to ask for Federal funds,” said Luke in regard to costs to the county with a public landfill. “We’d have to raise funds to buy land. We’d have to pay a supervisor... to inspect it. The county would then be in the trash business.”
Luke said that the county had advertised in four papers for four weeks for the trash contract bids. Three companies submitted bids. None of the three were able to find a landowner willing to sell property for a landfill site at that time.
(The current contractor, Mr. and Mrs. E.B. Updike’s Community Trash Service submitted the low bid and was awarded a three year contract at the August Supervisor meeting. At that time, Mrs. Updike assured the Board that Community Trash would also retain the Orange County Trash contract and accompanying use of the landfill there, but when the Orange bids were opened the following week, the Updikes were substantially underbid by a Richmond firm. The Orange County Supervisors subsequently voted to close their landfill to Rappahannock County within 90 days. The Updikes later located a landowner willing to sell them
property for a landfill and reported this to the Supervisors, who authorized Luke to work with the Updikes towards establishing a privately owned landfill.)
IF A decision is made to go with a public landfill and a suitable piece of land is found, then “we’re gonna condemn it,” warned Luke.
