Cox reported that Rappahannock County will have $331,000 in leftover funds this year. Subtracting amounts in school construction and multipurpose general funds, Cox said, would leave $150,000 available for appropriation. “That’s a cushion that you may need to be able to justify,” he warned the board.
According to Cox, a capital improvements program would provide the necessary justification for carry-over funds. He suggested that the supervisors schedule a discussion on how to proceed on a capital improvements program for the April 5 board meeting. “You need to get some idea of what your capital needs will be in the next five years,” he maintained. “It may not be this year that the state takes away your surplus from you but the time is coming,” he warned. . »
Budget Requests Due
Cox detailed a budget work schedule that calls for requests from all department heads for fiscal year 1979-80 to be in not later than April 1. In addition to a discussion on a capital improvements program, he proposed that the supervisors set the April board meeting for:
