Storm Windows
The architect explained that storm windows had been purposely left off the new clerk’s building because he didn’t want final construction costs to come in over the approved budget. He noted that storm windows could be installed after construction at a lower cost without figuring in the contractor’s overhead and profit.
Faulkner questioned the cost benefit of adding storm windows at the new office building when window area comprises only 43/« per cent of the building’s surface. Storm windows, at approximately $50 a piece, provide a marginal cost benefit in a well-insulated building like the new clerk’s office, according to Faulkner.
