At their November 21 meeting, the Rappahannock planners postponed action on a request from the Culpeper Farmers Cooperative to rezone 9.66 acres behind the new Co-op building on Route 211 from agriculture to commercial.

Their objections to approving the rezoning application centered around the amount of land involved and the lack of a specific use for the property that would require commercial zoning.

‘‘In the past, whenever we’ve rezoned land, we’ve had an intended use for it,” stated planner Newbill Miller. “Legally, we have to ask why the agricultural zoning is not appropriate now and why you need the zoning changed,” he told Bill Fletcher, attorney representing the Co-op.

“Does the whole area have to be rezoned? Is it all or nothing or will a portion of it suit you?” asked Miller, noting that “9.66 acres is an awful lot of land.”

The planners also emphasized that most of the uses suitable to agribusiness and allowed by right in a commercial zone are also allowed in an agricultural zone with a special use permit.
