“This is going to come before the board of supervisors and the supervisors do have that power (to insist on an environmental impact statement),” Luke countered. He maintained that the planners, if they recommended that the supervisors approve the rezoning, could make their recommendation contingent on the Cp-op submitting an EIP with any plans for a fertilizer plant.
Miller noted that the requirements in article 13 of the county’s zoning ordinance cover most of the criteria included in an environmental impact statement.
“Col. Luke is not demanding, he’s just asking for a gentleman’s agreement with the board of directors,” said Miller.
Fletcher agreed to relay the request to the directors. He asked, however, that the planners take some sort of action on the rezoning application without waiting for the board’s response.
He reported that the Coop’s option to buy the property expires on December 31. He added that
