had “no plans at this time” for expansion “but if we got this (rezoning), we’d have the land where we could do it.”

Fletcher interjected that approval from the board of zoning appeals would have to be secured before any structure could be built on the property, even if the commercial rezoning was granted.

Maintaining that the commercial rezoning would give the Co-op the right to put in a fertilizer plant, planner E. P. Luke asked Fletcher if the board of directors would agree to prepare an environmental impact statement should such a plant be build “15, 20 years from now, whenever the time might be.”

Fletcher replied that he personally agreed with Luke’s request and abhorred anything like a fertilizer plant coming in to Rappahannock County. He added, however, that a stipulation for an environmental impact statement would have to come from the board of zoning appeals.
