Under the Agricultural and Forestal Districts Act passed in 1977 by the General Assembly, the advisory council has several assigned duties. Its prime responsibility is to determine whether land lying within the proposed district is "agriculturally significant.” That is, “land that has historically produced agricultural and forestal products, or land that is considered good agricultural and forestal land...based on factors other than soil quality such as topography, climate, markets, farm improvements, agricultural economics and technology, and other relevant factors.”
