qualify for tax credits without a contract if local government zones the land for exclusive agricultural use. According to Fanner, the Wisconsin program is now providing tax credits to more than 9,400 farmland owners, covering almost two million acres.

“These state programs incorporate many of the principles that would be desirable in a Virginia program,” Farmer said. “Planning remains with local governments, the farm contracts are entirely voluntary, the incentives are attractive enough to the farming community to result in substantial participation and the deferred taxes, where development does occur, are paid to the state and channeled into additional farmland preservation efforts.”

Should legislation to allow local option pilot programs win approval in the 1980 General Assembly, efforts similar to the approach tried in Michigan and Wisconsin could be tried in Virginia’s counties.
