First, Biddle said, the WSA looked at other options in the facilities plan approved three years ago by the SWCB but had to reject alternatives utilizing individual aeration systems because they wrould result in either 72 or 30 some discharge points into the Thornton River, depending on the design selected. "The SWCB has said that’s what they're trying to avoid—discharge into the Thornton—so they won’t consider issuing that many permits." Biddle explained.
Demer noted that other alternatives are still to be examined. Cost could be reduced, he said, by changing from eight inch gravity lines with manholes every 400 feet (S50 a foot) to smaller pressure lines for the collection system. the project’s biggest expense. Pressure lines don't require manholes and don’t have to be buried as far underground. he said. Six inch pressure line will cost approximately $16 per foot, four inch line $12 per foot and two inch line $9 per foot. He noted, however, the maintenance expenses are higher with pressure rather than gravity flow collection lines.
