He was retired Juvenile and Domestic Judge of the 20th Judicial District.
A native and lifelong resident of Rappahannock County. Judge Moffett was graduated from Washington and Lee University.
After service in the Coast Guard from 1942 to 194b as a lieutenant commanding three ships, he was graduated in 1947 from Washington and Lee Law School, and began his law practice in Rappahannock.
He was substitute trial justice, served as commissioner in chancery and bail commissioner.
In 1948 he was elected mayor of Washington and in 1952 was appointed probation and parole officer for the 1 Ith Parole District.
Judge Moffett became Rappahannock's commonwealth attorney in 195.1.
