The board had agreed to pay three percent of each employee's annual salary for hospitalization insurance premiums- The decision was made to contribute a percentage of salary rather than a flat fee as a means of combating the cou nty’s excessively high rate of teacher turnover. By paying a larger share for experienced teachers at the top end of the salary scale, the school board hoped to induce those teachers to stay in the Rappahannnock school system.
