as a town was that the law at the time required a population of at least 200 people before a town could be formed. Porter Street, parts of Main and Gay Streets, and six lots owned by William Porter were added to the town in 1797.
The town’s boundaries changed in 1894 when anew charter was approved by the General Assembly that extended the boundaries 300 yards on each side. Since 1894, there have been no recorded boundary changes or charters although the 1894 charter has not been strictly adhered to and the boundaries have shifted from a rectangular shape.
The new town charter is awaiting the approval of the General Assembly, and it brings all of the powers and responsibilities of the mayor and town council up to date. The new charter also changes the terms of the mayor and councilmen from two years to four years to take effect after the next election in 1986. By making firm the powers of the town government and the boundaries, the new charter will be a welcome addition to Washington’s long history.
