“We had hoped not to have to do that since we wanted to build our own house, but the loss from the fire made it financially impossible, for us to build,” Bowers said. She said that the only changes necessary for the apartment were temporary walls placed between the two bedrooms. Konick said that any alteration of the building was not the issue, and that the BZA had to consider whether or not a zoning ordinance provision that allows quarters for caretakers or watchmen in commercial property with a special use permit would apply to the Bowers’ case.
