The motivation behind the legislation was admirable: to protect people and the environment from possible contamination of soil used for livestock and cropland and, most, importantly, groundwater supplies used for drinking, especially in rural areas where well water is generally used without purification.
But the practical effect of the regulations will be to force many of the small fuel distributors and retail outlets out of business.
